The People of the City of Santa Ana do hereby enact the following Amendments to the City Municipal Code, which shall be referred to as the “Parks For Public, Not Profit Act.”
Section 1 – Title and Purpose
This Amendment to the City Municipal Code shall be known as the “Parks For Public, Not Profit Act.”
The main purpose of this Amendment is to secure City-owned public parks, athletic fields and facilities are operated on a basis of maximum affordability and equitable access for all City residents, landowners, and entities.
Further purposes of this Amendment are to;
• Ensure our City’s children have every available opportunity to engage in sporting activities so to enhance their personal, social, familial, and civic development.
• Combat the negative affects Criminal Gang culture has in undermining the future of our City’s children, families, landowners, entities, and our City overall.
• Establish guardrails for future, public-private partnerships in sports complexes, and sports parks, where privatization and commercialization are sought.
Section 2 – Findings
The People of the City of Santa Ana find and declare as follows:
a) Sports are part of the “Fabric of Our Community.”
b) Parks, athletic fields and facilities are integral to our City’s health.
c) Sports, are integral to the health of our City’s families, more so our children.
d) Our City’s health and its future depend first and foremost, on our children.
e) Criminal Gang culture undermines the future of our City, more so our children.
f) Our City’s residents have “compelling interests” to establish guardrails to protect our public parks, athletic fields and facilities.
